Wayne Gaede, Senior Contracts Representative for The Boeing Company, Laser and Electro-Optical Systems, Albuquerque, NM. Mr. Gaede has over 35 years of experience with Government contracting and logistics, including program and project management, contracting, budget development and execution, cost estimating, and cost and price analysis. Mr. Gaede currently serves as the Senior Contracts Representative for The Boeing Company, Laser and Electro-Optical Systems, Albuquerque, NM. In this capacity, he is the primary point of contact for contractual matters for The Boeing Company in New Mexico, including the many support contracts on Kirtland AFB. He has oversight of over $500M of active prime and subcontract actions. Mr. Gaede’s responsibilities include fulfilling contractual requirements for services, manufacturing, research and development, manpower support, and construction.
At various stages of his career, he has served as a Contracting Officer (with an unlimited Government warrant) and as a Program Manager for the Federal Government, and he has served in both roles in the private sector. In both roles, he has developed acquisition strategies designed to use the most advantageous acquisition methods for each situation, including the use of various contract vehicles such as Fixed Price, Cost Reimbursement, Time and Material, IDIQ Task Orders, and GSA orders. Mr. Gaede has led multi-agency acquisition teams through the acquisition process from requirements definition and cost estimating through negotiation, award, and administration, providing personal training for team members in Performance Work Statement development, estimating, pricing, and negotiation. After contract award, Mr. Gaede has performed contract management and performance evaluation (using Quality Assurance Surveillance and Earned Value Management), and ensured the execution of contract changes when needed. Additionally, when serving in the position of Procurement Analyst, Mr. Gaede has provided technical advice to Contracting Officers on current policies and procedures, and reviewed contractual documents for completeness and accuracy, and conformance to current regulations.
